Beat the plastic off with a hammer, tiny or regular size.
Encoder strips are annoying to put back on, but my printer’s company didn’t even bother attaching the hook thing properly so it fell off over time. I glued it back on and now my printer works again.
The encoder strip is a small plastic strip with tiny vertical black lines on it that the print carriage uses with an optical sensor to read it’s speed & position within the printer. Without it, the carriage will typically slam to one side when the printer is powered On. The strip will need to be replaced. It runs through a small slot/opening in the carriage & attaches at each end to the printer frame inside. One side usually has a spring or a spring metal piece that applies tension to the strip.
This printer is also about 5 years old and I paid 30 dollars for it, so I can beat it with a hammer.
